"That guy is naked"

We were driving yesterday and there were some construction workers outside. Kaja saw one guy with his shirt off. She yells, "Mom that guy is NAKED!!" "Why is he naked?" She was so confused because I tell her she can't go outside naked!! And to top it all off, I didn't have a good answer for her.
